In the early hours of Wednesday, the Hong Kong Observatory raised its highest storm alert as Typhoon Ragasa intensified to hurricane-force winds. The warning level was pushed to T10 just after 2 a.m., less than an hour after moving up to T9. The T10 signal, rarely issued, indicates the most severe storm conditions, with widespread disruption and potential danger to both coastal and urban sections of Hong Kong. The top alert remained in place until midday, when conditions began to ease and the warning level was slightly reduced. The storm drove seawater onto the eastern shoreline, causing severe flooding in low-lying neighborhoods. In coastal areas like Heng Fa Chuen, waves surged high as streetlights, leaving waterfront communities heavily impacted.
